The law of the road: a diploma is born only when a province's legate presses the seal and that same province's governor writes the countersign beneath it. A seal from one province wearing another's countersign is a forgery, whoever carries it.
Name the forged diploma and the entry on it that proves the forgery. Then write your wager: state the rule an honest diploma must obey, and what would prove you wrong.
Imperial dispatches ride the Cursus Publicus from Rome to the northern frontier, and no messenger passes a mansio without a diploma — the waxed warrant of the road. You fly the Roman War Eagle along the via: bring each mansio into your reticle and read the diploma of the messenger waiting there. The seal is the face of the paper; the countersign beneath is its witness. Somewhere on the road one diploma wears a genuine seal and the wrong witness — the guard who checks the uniform, not the face, will wave it through. Read every diploma; the pair that does not belong together is your forgery.
